1. Be responsible for setting the Middle or long-term financial plan of the zone, work out annual financial budget draft, budget adjustment plan and annual settlement;

2. Be responsible for collection of different kinds of financial capital, do the unified planning of capital in and out of the budget;

3. Be responsible for management of national assets, creditor's rights and obligations, implementation of financial management and auditing supervision, approving and controlling purchase commodities ,and bearing external loan approval and management of come-and-go funds;

4. Be responsible for management of whole zone's financial supervision, checking the implementation of financial and tax policies and statues, organizing financial auditing and conducting checks on relevant problems;

5. Be responsible for collecting financial and banking information, drafting relevant administrative statues.
